Hard-Rubbish Day. Its when sections of the city put out stuff they don't want out onto the streets. HRD is on two days where I live, ie, North Carlton. It's like a mass city swap. Some of the stuff put out in the posher parts are amazing. So what nobody picks up, the council dumps in a massive land-fill. I've never heard of such a system but apparently it happens all over the world.
